According to the resolution, air travelers are also authorized to enter Portugal with the intention of allowing foreigners to return to Portuguese territories or hold residency in the country.

Finally, the document specifies the accreditation of aircraft with a view to allowing foreign nationals in Portugal to return to their respective countries until promoted by competent authorities in those countries.

The resolution emphasizes that all passengers, except children under 12 years of age, must present proof of laboratory effectiveness of the Nucleic Acid Multiplication Test (TAAN) or rapid test of antigen before boarding.
