    One reason for the lack of adjustment, as specified, is the fiscal recovery regime to which Rio State is subject. With about 450,000 employees in the country – including working, non-working and retired – the written amendment could increase the salary bill by significant proportions.

    According to Governor Claudio Castro's speeches at meetings in Brasilia, the fiscal recovery system stipulates that adjustments can only be granted when state government coffers collect revenues above inflation, which has not happened in years.

    However, the executive branch has not even begun to pay the second installment of this 6.5% recovery scheduled for last year. The salary increase – divided into three parts – is part of a deal between legal officials and the executive branch, in reference to the inflationary losses that accumulated on the groups in that period from 2017 to 2021.

    The expected salary adjustment for this year will be in addition to this amendment.

    Budget problems are part of the justification

    In the 2024 budget approved by Alaj, the state government no longer stipulates granting amendments or even paying stipulated compensation installments to employees. In the annual budget law – which determines the allocation of public administration revenues and expenditures – there is no mention of increasing the salaries of civil servants.

    For 2024, the state government is expected to raise R$104.6 billion and spend R$113.1 billion; That is, a deficit of 8.5 billion Brazilian reais.

    The Rio de Janeiro state government stated in a statement that it “continues to work to ensure policies to strengthen public service, always in relation to the fiscal recovery system” and that it is committed to increasing revenues, with an expected loss of R10 billion in 2023 alone, due to Supplementary Federal Law No. 194.
