    On Friday, October 6, two top GOP members of the US House of Representatives urged the Biden administration to strengthen enforcement of export controls on semiconductors advanced to China.

    “The rules introduced on October 7 and SMIC’s growing capabilities embody an inert and opaque bureaucratic system that lacks insight into China’s industrial strategy, fails to understand China’s military goals, and demonstrates a lack of technological understanding,” McCall and Gallagher stated in their letter. “The resolve to take effective measures is lacking.”

    The lawmakers urged the Biden administration to update regulations and immediately respond to Huawei and SMIC. They also encouraged the administration to end Chinese companies’ access to powerful AI chips available through cloud computing services.

    In addition, they emphasized the importance of enforcing existing administrative regulations that impose restrictions on Chinese companies, especially those that prevent U.S. officials from verifying compliance with U.S. export regulations.
