The most serious consequence of the storm is a wind-driven tidal wave that should flood low-lying areas.

Two drivers died on Wednesday, according to the Florida Highway Patrol.

More than 280,000 Florida homes and businesses lost power, and 160,000 customers were similarly affected in Georgia.
