Users are disappointed with Windows 11 emojis;  understand

It can be argued that the inclusion of vignetting can affect the visibility of effects, especially at a lower scale, as well as not being noticed by people with some kind of visual impairment. However, the question arises: why did Microsoft announce the shaded and animated variants of emojis with pomp, then simply not run in Windows 11?
