President Luiz Inacio Lula da Silva defended on Tuesday (22), in a broadcast on social networks, that the world establishes a “global governance” linked to the United Nations (UN) and has the power to force countries, for example, to meet goals to combat global warming.

Currently, no country or international organization can force a country to comply with the orders of international law or treaties. Any attempt in this direction is considered a violation of national sovereignty and could lead to conflicts, including armed conflicts.

He declared that “if the United Nations does not have the power to govern, we will not solve the climate issue.”

“We will hold a meeting in the United Arab Emirates [COP, Cúpula do Clima], let’s say we make a decision there in terms of which countries have forests. If people with a lot of forests make a decision, it will only be implemented if it is implemented within the nation-state, in Congress. If it is not approved, we cannot put it into practice,” Lula continued.

“Therefore, we need a global judgment which decides that, in certain circumstances and cases, we are bound to comply. For example, the Paris Agreement, the Kyoto Protocol, no one is complying. So, let us set the rules so that our meetings are real. If not, people start In disbelief we begin to see democracy at stake.”

Lula made the remarks in a broadcast carried by state media from Johannesburg, South Africa, where the president is taking part in a summit meeting of another international group: BRICS, formed by Brazil, Russia, India, China and South Africa.

At the meeting, among other topics, the existing members should discuss the accession of new countries to the BRICS and new ways of working for the National Development Bank, better known as the “BRICS Bank” – today, headed by Dilma Rousseff.
