247 – The German newspaper Bild reported on Friday, citing a German government source, that Germany and the United States, Ukraine’s main military backers, intend to pressure Kiev to negotiate with Russia by limiting the quantity and quality of weapons supplied.

The two countries plan to supply Kiev with the type and quantity of weapons that would leave the Ukrainian army able to hold current positions but unable to reclaim territory controlled by Russia, according to the report.

Bild added that in this way, Berlin and Washington hope to force Ukrainian President Volodymyr Zelensky to believe that there is no point in continuing the fighting, without directly asking him to sit at the negotiating table with Russia.

If this plan does not succeed, the United States and Germany are also working on developing an “alternative plan” that will lead to a “Minsk agreement without an agreement,” when the conflict between Russia and Ukraine freezes without negotiating the demarcation of the borders. Bild added that Berlin intends to encourage Kiev to negotiate based on the current situation on the ground.

Russian President Vladimir Putin recently said that Russia has never rejected peace talks with Ukraine, and that it was Ukraine that publicly announced that it would withdraw from the negotiation process.

The Russian and Ukrainian delegations have engaged in several rounds of peace talks since then, but in October 2022, Ukrainian President Zelensky signed a decree declaring that Kiev could not hold peace talks while Putin was president of Russia.
