It ratifies the Good Friday Agreement (or Belfast Agreement) of 1998, which prohibits the creation of borders on the island.

    What the protocol does not provide is the flow of goods and services between Northern Ireland and the rest of Brittany, where Article 16 has become a point of friction between the UK and the EU.     On the European side, negotiations are underway to establish better communications and trade terms between Northern Ireland and the rest of the UK, but for all practical purposes, the British government has signed the deal and agreed to terms imposed only on Boris Johnson.
