    President Jair Bolsonaro (PL) on Wednesday approved a bill that authorizes the federal government to create a lottery for health and tourism and opens up the possibility for these new games to be exploited by the private sector.

    The law providing for the new lottery was finally approved by the National Congress at the end of August. Its initial goal will be to generate additional revenue for the health and tourism sectors, by financing initiatives aimed at mitigating the effects of the COVID-19 pandemic.

    Therefore, after paying the prizes, paying taxes and social security, the remaining resources will be allocated, respectively, to the National Health Fund and the Brazilian Agency for the International Promotion of Tourism.

    The proposal initially stipulated that sweepstakes be conducted by Caixa Econômica Federal. However, during the process in the Senate, a clause was included allowing these new lotteries to be awarded to the private sector.

    The text authorizes the concession of the special initiative to exploit the lottery and to adopt mathematical predictions, fixed-probability bets and numerical predictions.

    Bolsonaro vetoed only one article of the bill, which set a 30-day period for The Ministry of Economy Establishing the rules for granting the exploitation of the lotteries. The CEO argued that the ruling was unconstitutional.
