After the electoral defeat, President Jair Bolsonaro (PL) was prevented from appointing allies to strategic government positions. Some of them even have the authority to investigate the behavior of the first echelon during the term of President-elect Luiz Inacio Lula da Silva (Workers’ Party).

Such is the case of Minister of the Government Secretariat, Celio Faria Jr., and attorney João Enrique Nascimento de Freitas, head of Bolsonaro’s private advisory office, appointed to integrate the Public Ethics Commission into the presidency for a three-year term.

In the last phase of his term, Bolsonaro found a way to harass Lula. He also appointed directors and ombudspersons for regulatory bodies, as well as diplomats in embassies and consulates. It precipitated, for example, appointments to the post of Head of Consular Representations in London, the United Kingdom, and Orlando, the United States. Both are considered important by Lola’s team members.

The vice consulate in Orlando, which Bolsonaro inaugurated in June, was handed over to First Lady Michelle Bolsonaro’s chancellor, Marcela Braga. Marcella was one of the diplomats recently promoted by the current Itamarati leadership, ahead of their more experienced colleagues.

“hate locker”

The decisions of the Public Ethics Authority were published four days ago in the Federation’s Official Gazette. A civilian employee of the Navy, economist Celio Faria Jr., is one of Bolsonaro’s closest aides. He headed the Special Advisory Office and the President’s Office in Planalto. He is seen as a collaborator with the conservative ideological wing, alienating the press and even being named one of the members of the “hate bureau”.

Joao Henrique Nascimento de Freitas, in turn, is associated with Senator Flavio Bolsonaro (PL-RJ), with whom he worked for seven years in the Legislative Assembly of Rio. He was investigated for the complaint about a crack scheme in the then state viceroy’s office, and was exposed by Estadão. In government, he served as chair of the Pardons Commission and advised Vice President Hamilton Mourao, including a seat on the National Council of the Amazon.

Advisory body

Founded during the administration of Fernando Enrique Cardoso in 1999, the committee is an advisory body. All seven current members have been appointed by Bolsonaro. It is the responsibility of the College to ensure the application of the Code of Conduct for the Senior Federal Administration, to analyze cases of potential conflicts of interest and deviations by holders of positions of trust, including during elections. The group has access to classified data on the assets of members of the highest level of government.

The college will also decide whether Bolsonaro ministers must comply with a quarantine of up to six months before carrying out other professional activities. In the case of the new advisors, there is not much to be done, according to members of the transitional government. If appointed by decree, they do not pass congressional examination and can only be replaced in the event of resignation. The term of office is three years.

The law states that the commission is made up of “Brazilians who meet the requirements of moral integrity, impeccable reputation, and notorious experience in public administration.” They do not receive remuneration, as the work is considered to be “providing a relevant public service”.

paraphrasing

In the transitional cabinet, the group associated with oversight bodies should discuss reformulating the Public Ethics Committee. There is an assessment that the group lost its role and did not act on related issues during Bolsonaro’s tenure. Lula’s team’s concern is that the commission will begin to “oppress”, moving from “negligence to overreach.”

Bolsonaro also sent the names of seven directors and five ombudspersons for regulators to the Senate for evaluation. The nominations, as a result of political sponsorship, include the top echelons of the National Telecommunications Agency (Anatel), the National Water Transport Agency (Antaq), the National Land Transport Agency (ANTT), the National Mining Agency (ANM), and the National Protection Agency (ANPD). ), the National Electric Energy Agency (Aneel), the National Health Surveillance Agency (Anvisa) and the National Agency for Complementary Health (ANS).
