Completing the National Digital Health Maturity Index (INMSD) is part of the first planning phase of the Digital SUS programme.

The Ministry of Health has created the National Index of Digital Health Maturity (INMSD) by decree GM/MS No. 3,727, dated May 21, 2024. The index is a fundamental tool for assessing the digital health maturity of federal entities and is part of the Digital SUS Program, which aims to guide the digital transformation of the SUS. The tool must be sent by federal entities that have joined the program by August 5, with the exception of the State and Municipalities of Rio Grande do Sul, which can send it by October 28. Other tools of the program, such as the Situation Diagnosis and the Action Plan, will not have any changes to the submission deadline.

The IMSD is a tool containing 42 questions, distributed over seven areas, which must be completed by health directors of municipalities, states and the Federal District. The questionnaire can be accessed through the platform investsusfrom the National Health Fund (FNS), where administrators must enter their credentials and click on the SUS digital program icon. The questionnaire can also be accessed via the link sent electronically to managers. Watch the tutorial:

The index results are presented on a scale of 0 to 1, helping to identify the needs and capacities of each region. This data will not be used to rank regions, but to obtain a fair and detailed view of the digital health panorama in Brazil.

The INMSD is part of the first planning phase of the Digital SUS programme, which is crucial for developing action plans for digital transformation in health. The Ministry of Health highlights the importance of filling out the form and involving the technical team throughout the process to ensure a complete and accurate assessment.

The General Coordinator for Innovation and Health Information Technology (CGIIS/DATASUS/SEIDIGI/MS), Paula Xavier, participated in the latest edition of the live program “Saiba a Fundo”, presenting the objectives of the tool, as well as the detailed steps – step-by-step instructions for its completion, in addition to answering questions sent by health managers about the process.
